The bottom shelf usually houses store owned brands and large packaged products. Due to the fact that private brands are not much inferior to similar leading brands in the market and have low prices, they are deeply loved by many consumers. In fact, many products are produced by the same manufacturer as the supermarket's own brand. Since consumers always find ways to find these affordable and high-quality brands, there is no need to arrange special display locations for them.
